'Cellphones users who enjoy free incoming calls can now also make cheap outgoing calls. which cost as little as three cents a minute, with the arrival of mobile callback services.
Targeted at cost-conscious users such as retirees, housewives and young people, the service cost less than the usual rate of 10 or 20 cents a minute charged by mobile operators.
This is possible because callback service providers make use of cheap land-based telephone lines to connect two cellphone users."
[When you want to call a friend, you send an sms or dial a special number, and wait for the callback operator to call both of you back. The drawback is you have to wait longer - about seven seconds - for a call to be connected. You will also have to live with the added hassle of keying in special numbers instead od dialling direct from your phone's contact list.]
